Be in charge of the fields of Training, Learner Management and Political Thoughts, Propaganda, Personnel Organization, Finance & Planning, Basic Construction in the Project of Building and Improving Tay Bac University, Emulation and Inspection.

Deal with Vice-Rectors’ duties if necessary or being requested.

Manage Offices of Personnel Organization, Finance & Planning, Politics & Learner Management, and Center of Information and Foreign Languages.
